Federal Employers Liability Act For Railroad Workers Rail workers are in a hazardous profession, so they require protection. Congress approved the Federal Employers Liability Act, or FELA in 1908. This law allows railroad workers who are injured to sue their employers. It also establishes standardized liability requirements for the industry.
